Control panel locked

In case of front panel buttons not working:
Check whether the Panel Lock function is activated. If this function is activated [ON]' panel buttons won't work. Check it. Refer its user manual for details.
In case of non-working remote control:
Check the remote control for its infra-red emission. Check it with fresh batteries. Check by pressing all the buttons on it; and see whether all of it generates infrared signal while pressing. If it is found OK, check and replace the infrared sensor inside the TV. If you wish to get some details; check the site linked here. There are three chances for this fault. [1]. There is no infrared emission from the remote control. [2] Infrared sensor inside the TV is faulty. [3]. Front panel controls have been locked, using remote control, prior to this fault, and the set was switched OFF by remote control. Check the remote control, for its infrared emission. consult the owner manual or call Samsung---this set likely has a lockout feature that locks both the remote and the keyboard out.

You might also want to research this by taking the model number and Google key words "remote lockout" etc.

When all else fails read the owners manual page 35:

"• To unlock the buttons on the remote control by using the
touch sensor panel of the main unit (see page 25):
1 Press MENU to display the MENU screen, and then
press VOLl/k to select "System Options".
2 Press CHs/r to select "Operation Lock Out", and
then press INPUT.
3 Press CHs/r to select "Off", and then press INPUT.
4 Press MENU to exit.
• To unlock the buttons on the TV, press MENU on the
remote control, and then select "Off" in "Operation Lock
Out".

TV won't turn on • Press the TV button. Make sure the TV is plugged in.• Check the wall receptacle (or extension cord) to make sure it is "live" by plugging in something else.• Something might be wrong with your remote control. turn on again. If this happens frequently, the voltage in your house may be abnormally high or low.
• Unplug TV. Wait five minutes. Plug it in again.

Use the remote control and press the MENU button and select the OPTION with the UP and DOWN arrow buttons. Press ENTER button and then press UP and DOWN arrow button to select CONTROL PANEL use LEFT and RIGHT arrow button to VALID the control panel buttons

If you have a loss of the remote control while the control panel is invalidated.

Press and hold the MENU button for 2 seconds with pressing the ENTER button to enter the MENU and VALID the control panel.

Front Panel Lock

This feature allows you to lock the buttons on the front of the TV. Even when the front panel lock

feature is ON, the TV operates with the remote control.

• To lock the buttons on the front of the TV, make sure the TV is turned ON, then press and

hold the ON•OFF button on the remote for approximately 5 seconds.

• To turn off the front panel lock, make sure the TV is OFF, then press and hold the

ON•OFF button on the remote for approximately 5 seconds. Now the buttons will operate
properly.

You're going to need the remote to fix this one. If you have any other GE or RCA tv's you can try it. Most of the remotes that are produced within a few years of your television will probably work. turn key all the way on (not to start) let set for 1 hur cycle key and try it.
