If I understand your question, you would like to run your scooter without an electromagnetic brake. This is never a good idea. The controller looks electronically for the brake resistance of between 40 and 60 ohms before it will allow the motor to work. Theoretically you could put a resistor in series to fool the controller. With a programmer you can adjust the braking parameters and specifications and possibly defeat the function. I have not tried this since it is unsafe. Invest in a new brake for your scooter and you will live long and prosper. Hope this helps.
