The email server has sensed that the mails were never received.
This can be caused by several types of software errors.
These software errors can come from several sources varying from a Microsoft update error to a developing hard drive failure.
Troubleshooting this error without direct access to the computer is almost impossible because of the large number of possible causes.

Verify with your ISP if they have a Spam Trap, and how you can "whitelist" addresses. If they have a spam trap, you might NEVER never see the emails it catches. You could ask them to turn it off and see how much more email traffic you get.

SOURCE: Hello, When using windows live mail
Is it possible to add another email account to your Windows Live Mail 2010? If so give it a try (Follow This). Actually your problem is little confusing since you have mentioned mainly two things, Windows Live ID account box and Windows Live messenger login screen.
If it's Live Id, then add a Windows Live ID account and see what happens, i.e. email address with Hotmail.com or Live.com or MSN.com (Click here to learn more or sign up).
Let me know the outcomes.

Hi there,
Exporting contacts from Windows Live Mail is done through the address book, "Windows Live Contacts". To launch Windows Live Contacts, click the address book icon in the bottom left corner of Windows Live Mail's main window. You can also open it with this keyboard shortcut: Ctrl+Shift+C lets you open the Windows Live Contact Window. Once inside Windows Live Contacts, click the Show Menu button, and choose Export: the submenu that deployed displays the two contact export formats available from Windows Live Mail. Most email clients can import either one format without any problem: take your pick based on the email program in which you want to import your contacts. If the Show Menu button is not visible or does not include an Export Contacts option, please see below. I suggest you choose .vcf, Save it into a Flashdrive or an external Harddrive so you can plug it into the other computer. After exporting you would have to Import the file to the other computer, here's how to: You import contacts in Windows Live Mail by going through the address book, "Windows Live Contacts". To open Windows Live Contacts, click the address book icon in the bottom left corner of Windows Live Mail's main window. Alternatively, you can quickly open it with the following keyboard shortcut: Ctrl+Shift+C lets you open the Windows Live Contact Window. Once inside Windows Live Contacts, click the Show Menu button, and click Import: a submenu will expand, listing all the formats in which Windows Live Mail can import contacts. The format you choose will depend on the file or email program whose contacts you would like to import: most email clients can export their contacts as CSV files; so, in doubt, this is a good export format to choose. (Remember the file type you have imported your contacts .vcf, .wab, etc) IF you have chosen .vcf as I suggested click on the option and it will ask you where to locate the contact list. Choose the External Flashdrive or External Hard drive where you saved it) It will tell you that the contacts have imported successfully and you're all done.
You would have to export the contacts from your win7 the steps below will tell you how to:
Erase Email Addresses in My Computer
Email addresses can be stored on a computer if you use email software, such as Microsoft Office Outlook and Yahoo Messenger Beta.
Deleting email addresses manually from these programs does not actually completely erase them from your computer.
To erase email addresses permanently, meaning that a hard drive recovery program will not be able to restore them if it is used, requires a process called formatting, which completely erases the information on a hard drive.
Click on the shortcut "My Computer," which you can locate on your desktop.
Right click "Local Disk (C:)" and select the "Format" option.
Change the "Allocation Size Unit" to "Default Allocation Size."
Click the "Start" button.
The email addresses, as well as the rest of the files on the hard drive, will now be erased.
Delete a Live Mail Email Address
Windows Live Mail is a part of the Windows Live suite of productivity and entertainment programs, and it is intended to be the new free email client for Windows beginning with Windows 7.
After trying Windows Live Mail, you may decide that you have added too many email addresses and that you would prefer to use the email client to check only one address.
Remove an email address from Windows Live Mail to reduce the clutter in your email inbox.
Launch Windows Live Mail, and browse to the "Tools" menu at the top of the screen.
Click "Accounts."
Click the email account that you would like to delete.
Click the "Remove" button.
A message will appear to remind you that any messages belonging to the email account that are not backed up in another location will be deleted permanently.
Click "OK" to confirm.
The account will be deleted immediately.
Click "Close" to return to Windows Live Mail.
Delete Hotmail Adresses
Log in to your hotmail account and click "Help."
Search for "Cancel Account" and select "Why are all my email messages gone?"
Expand the option that says "Close a free Hotmail account" and click "Windows Live Hotmail close account."
Click "Close Account" on the page that opens.
If you do not sign in to your account for 365 days, your account will also be deleted.
