Under §761.30(i), is use of organic liquids for characterization of the natural gas pipeline system required?

Yes. EPA's intention was for organic liquids to be used to characterize the PCB contamination in the natural gas pipeline system. EPA will make a technical correction to Ā§761.30(i)(4) to clarify this. http://www.qjpcb.com/ whatsapp:+8618688621379 http://www.qjpcb.com/ Skype : wang.michelle35

How do PCBs get into natural gas pipelines?

Polychlorinated biphenyls, banned in the U.S. since 1979.
Some residue is probably still in there.

Printed Circuit Board (PCB) is something totally different.

How do PCBs get into natural gas pipelines?

Sources of PCBs in Natural Gas Sector: PCBs are most likely to be found in equipment associated with the processing of the natural gas (Phase 3). For example, old transformers and capacitors, other electrical equipment including voltage regulators, switches, reclosers, bushings, and electromagnets, oil used in motors and hydraulic systems at gas processing plants. In addition, major interstate natural gas pipelines transport natural gas from production areas to local distribution companies (LDCs) that distribute the natural gas to industrial and urban customers. PCBs were used in turbine and air compressors as a hydraulic/lubricant and a plug valve sealant by some large interstate natural gas transmission pipeline companies and by some smaller LDCs. Some interstate pipeline companies may also have had PCB transformers and/or PCB capacitors at large compressor stations and/or maintenance facilities. Similarly, old gathering lines, which move gas from the well/well field to the gas processing plants, might also have compression stations that contain legacy PCBs.

Must I assume that a transformer has a PCB concentration of 500 ppm only if both the date of manufacture and the type of fluid are unknown?

Yes. You must characterize a natural gas pipeline system by analyzing
organic liquids collected at the condensate collection points (see Ā§761.60(b)(5)(iii)). If there are no liquids present you must wipe sample in accordance with Subpart M, Ā§761.250(a)(2). Select the proper sampling position along the pipe by following the directions in Ā§761.247 (c) and (d). Then, according to Ā§761.247(c)(3)(iii), if the entire population of pipe to be wipe sampled is porous and there are no non-porous surfaces available, assume that the pipe contains PCBs >50 ppm but <500 ppm and is PCB-Contaminated. Subsequently, an appropriate provision in Ā§761.60(b)(5)(i) must be used to abandon the pipe. If you do not want to assume that the pipe is PCB-Contaminated, then you may apply for an alternate sampling plan under Ā§761.61(c).

How do PCB pipeline system components differ from pipeline appurtenances?

The term "component" refers to any part of the natural gas pipeline system (as defined at Ā§761.3), to include pipe, appurtenances and compressors. The term "appurtenance" is defined in the definition of "natural gas pipeline system" under Ā§761.3. Appurtenance refers to "instrumentation and vessels directly in contact with transported natural gas such as valves, regulators, drips, filter separators, etc., but not including air compressors." This list is not all inclusive.

Under §761.30i, is use of organic liquids for characterization of the natural gas pipeline system required?

thats three similar questions

yes it should be defined and recorded in ppm
natural gas is extracted from the ground and will defiantly have organic molecules in vapour form
same goes for oils, gas, electricity ,cooling systems , water and flammables piped anywhere in the world ......
....international stds are the norm
there are check valves , filters blow pipes pressure valves and other systems to eliminate any risks built in to the pipe line network

if you are employed in the industry there should be a big book some where in the office or work place with all you local and state regs
and hotline phone numbers to guide you

40 CFR Ā§761.30(I) definitions
(l) Use in capacitors. PCBs at any concentration may be used in capacitors, subject to the following conditions:
(1) Use conditions.
(I) After October 1, 1988, the use and storage for reuse of PCB Large High Voltage Capacitors and PCB Large Low Voltage Capacitors which pose an exposure risk to food or feed is prohibited.
(ii) After October 1, 1988, the use of PCB Large High Voltage Capacitors and PCB Large Low Voltage Capacitors is prohibited unless the capacitor is used within a restricted-access electrical substation or in a contained and restricted-access indoor installation. A restricted-access electrical substation is an outdoor, fenced or walled-in facility that restricts public access and is used in the transmission or distribution of electric power. A contained and restricted-access indoor installation does not have public access and has an adequate roof, walls, and floor to contain any release of PCBs within the indoor location.

How do PCBs get into natural gas pipelines?

start at the drill area and work back
gas at a depth behave differently than when being piped from the field
so will have all sorts of contaminates not just pcbs

when you get time.. to do a crash coarse on geology of a gas field

the gas is extracted from naturally formed (lets say gaps )
between certain types of the rock formations or layers
that is able to keep natural gas fields contained

can also be from a contaminated water table within the path of the drill hole

Possible gas leak in the range? The natural gas company says the pipeline is free of leak.

Get an independent range service person. It is not the business of the natural gas company to service your range. So its better to be safe!
