You can but it's not worth the trouble of doing it! lots of fiberglass and you need to have access to the whole tub on the sides

To my knowledge there are no closure caps for your tub; you can however purchase new jets with new seals if the tub is leaking through the jets.

I believe the below web site can help you with your problem. The jets are more then likely just turned off.
