The IA5864 doesn't have a ringer volume control but it does offer you a choice of several different ring styles, some quieter than others.
With the handset in idle (off) mode, press PROG. Press up/down until the screen displays "RINGER:" and the current setting. Press SELECT and you'll hear a sample of the ring. Press up/down to change the style. You'll hear a sample ring each time.

what i gather from what you have said is that the headset doesn't ring at all. this would indicate to me that the headset is not paired with the base.
normally when pairing devices the base station will look for the device but at the same time you will have to hold the headset power button for at least 5 seconds for that the other device can capture the signal.
i will look into this for you but try this method if applicable but the bluetooth devices do have to be paired in order to work.
Phone flex needs to be changed. As you open and close the flip phone, the flex worn-out gradually.
When you get it fixed, avoid opening the slide unnecessarily and also try as much as possible not to make your phone fall on the ground as this will damage the flex or even the screen.
you more than likely have "short rings" turned on, in the options of that phone. you'll have to go into the options menu, and look for setting that pertain to ringing and / or rings or ring length.....DON'T change DTMF tones though, that'll get annoying, as thats what you hear when you are calling someone else. hope this helps.
If the phone will do other things like ring when called, or seem to respond when you press buttons, then the lcd is either bad or the connector is loose. But if the phone will not ring when called and doesn't seem to respond to pressing buttons, then there is something wrong with the phone itself. Always try taking out the battery if you haven't already.
Issue – Bottom half of iPhonetouch screendoes not work. Issue – My screen cracked. How much would it cost to get it replaced? Solution - Terrible situation but Apple doesn’t warranty the glass. This would be a minimum of $250 to get fixed out of your pocket.

YOUR batteries are bad and not giving full current to phone.Clean charging contact and see battery gets full charge. IFthe battery indicator will show full charge due to voltage but once if you remove battery and put it again indicator will be minimum. then replace batttery.
