You'll have to ask your local county authorities or the EPA for the correct answers. Until you get them,I wouldn't mess with PCB-contaminated soil.

You are not required to notify EPA that the PCB Transformer is no longer in service. However, you may do so and ask that the transformer be removed from the database.

So I did some research and I believe that a potentially very helpful thing to do is to massage it in - absorb it (cold pressed EVOO) into the lymph system (takes 4.5 hours as the valves in the skin sense it first and then only gradually open) and get it into the body unmetabolized -(not eaten or broken down). Many other compounds kill cancer cells on contact, but they are mostly toxic and will cause further detrimental inflammation. We do this massaging once a week. As HE rested so do we. There were 2 other related studies that also have been published regarding apoptosis and oleocanthal. This is apparently the same mechanism by which citral and pot oils work. I am unfamiliar (yet) with good positive laboratory studies testing those two compounds.
