If it is a mechanical machine, you can apply 1-2 drops of good quality sewing machine oil or liquid Tri-Flow Synthetic Lube to any place where metal rubs against metal. AVOID belts, plastic gears, etc. Be sure to also move stitch selector lever and dial mechanisms.
The one thing on a sewing machine that needs the most repair work is the belt. The sewing machine belt is a piece of rubber that makes the wheel turn and the needle go up and down in a sewing motion. On a treadle sewing machine usually there is no adjustment on the tightness of the belt so you have to shorten it. There will be a metal clip holding the belt together and you can remove and cut the belt shorter and then put it back together. Be very careful to not cut too much off. Probably be a good idea to trim it a very little at a time.

Have a look at this: remove the top cover and have a look (don't put your fingers in !) at the plastic gear in the middle of the mechanism (left side of he selection keys). It often cracks and then the motor is able to turn the whole mechanism for part of the circumference of this gear and when it passes on the crack, it locks or slows down until the crack is passed.
