You need to lubricate the belt every 6 months or so. to do this lift up the belt and squirt some lubricant onto the belt board(not the rollers), do this on the left and right hand side.
you may also need to tighten the belt. this is normally done with an allen key, look at the end of the treadmill as if you were to walk onto it, and there should be a plastic cover on each side. look in here and you should see an allen key type bolt. turn each bolt one full turn. this will tighten the belt and stop it sticking.
If lube and adjusting the walking belt doesn't help. Try adjusting the drive belt. This the belt under the hood that connects motor to drive roller. If you still have problem you probably need a new belt and deck.
