Carburetor float sticking and not refilling the bowl?

Sounds like you are in a hot weather if so it may be the vent in top of the fuel cap. In the hot the pluged hole lets the gas tank build up pressure forcing fuel by the needle valve causing fluding in the carb.

By spraying it you may have inadvertently blown dirt or grime even further into the carb. It doesn't take much to cause the float to stick open. This would result in a constant flow of fuel into the bowl. Once filled it will escape via the overflow.
The best way to clean the carb is to remove it from the motor, disassemble it and clean it using a small brush. If you have never done this before just take you time and make sure you have a clean work space to do this in. There are really very few parts to this type of carburetor and once you have done it a couple time you can take it apart clean it and have it back on in under an hour.

The switch you are talking about is an anti-after-run solenoid. It shuts off the fuel flow when you turn off the key switch.
To check its operation is easy, turn the key on and off a couple of times and listen for a click, if you don't hear it, hold the switch between your thumb and forefinger to see if you can "feel" it click on and off.If you neither hear or feel the switch working, you will need to use a test light or meter to check to make sure it is getting voltage to it to make it operate.
If you just recently filled up the tank, it is possible that you have gotten some contamination (dirt or moisture) that has gotten to the carburetor. You will need to remove the float bowl to check this. You will need a very thin 1/2" wrench to remove the solenoid (electrical device) from the bottom of the carburetor to get the bowl off after you unplug the wires from it. Use some sort of small tray or cut off the bottom of an oil container or whatever to catch what is in the bowl to inspect it for contamination.
If you have a plastic in-line fuel filter look at it at its lowest point to see if there is any water in it. Water will look like a seperate bubble within the gas and floating at the bottom of the gas. Before removing the float bowl you might want to rig up something to plug or pinch the fuel line to stop the gas from flowing out of the tank while you are working on it

Replace the fuel filter that is inside the fuel tank. Purchase a can of Seafoam Motor Treatment. Ask for it at most auto parts stores and WalMart. Pour in the correct amount as listed in the instructions, and fill the tank with fuel. Start the blower and run it wide open. If your problem is a fuel system problem this may very well solve the problem. This is one of the best fuel system cleaners you can buy.

Sometimes Honda ATC's wont idle if the exhaust valve is too tight. Check and clean the slow circuit of the carburetor this should fix the other part of the idling problem. A carb gasket set from Honda should have all the components you need to properly seal the carb. Lastly, buy a new carb float needle this should stop the dripping unless you have damaged the drain screw on the bottom of the bowl. This can only be purchased as part of the complete bowl assembly.If you still are having problems after this, try adding an additional fuel filter between the tank and fuel petcock, just in case tank rust is the cause of the needle sticking open and dripping.
