This happens automatically when Google makes it available You will see a notice on your device. Some older devices like the 1st and 2nd generation Nexus 7 are not being updated now at all.

I know it sounds oversimplified, but this could just be a weak battery. Try switching off the tablet and plugging it into the charger for at least 12 hours before trying to restart it. Holding the power button down for 10-15 seconds when you do restart it could also help.
