The jet skrews are fuel not air skrews, the more they are unskrewd the richer the mixture becomes, basic settings are one and a quarter on the L skrew and one turn on the H skrew, you will have to fine tune from there, idle speed should be around 3000rpm, and max speed should not exceed 13000rpm, this should be set with a suitable engine tacho, when fine tuning always start with the L skrew first, start gently skrewing it in, the revs will start to increase as it leans off, when it starts to die because its too lean, unskrew until the revs pick up again, as you keep unskrewing you will hear the revs start to drop because it is becoming richer, leave it there, now blip the throttle, it should pick up instantly, if not turn the skrew out a further 1/8 of a turn, the H skrew is like a govener the more you skrew it in the faster it revs, so do not exceed the 13000 rpm or this is a good chance it could seize, before any adjustments the fuel filter in the tank should be clean or replaced, the air filter should be cleaned and fresh fuel should be used.

I installed a new after market gas tank on mi 365 huski when i start it, it runs at full throttle, with and without the throttle cable attached

Recheck your assembly...Something is either has the carburetor throttle plate held open or you have an intake air leak. Nothing to do with the tank other assembly problem.

372 xp only runs on full choke. carboration, air, and fuel filter good. is their a vacume system for the carboration? am i missing something else?

There is a pulse to work the diaphram carb, this is a black pipe from the crankcase, to the pump cover on top of the carb, this feeds a positive and a negative pressure to the pump as the piston rises and falls, if the pipe is cracked, or has come adrift it will greatly effect the running

How do i set the ignition timing on a husgvarna 24se

There is no such model as a 24se, all Husqvarna models ( other than very old machines ) have electronic ignition, the only adjustment that can be done is to set the air gap between the flywheel and the unit, this should be set at 0.3mm, the timeing is taken care of by the flywheel magnets, the ignition unit core and the flywheel key, none of which is adjustable.

I have a 14" husgvarna

Depends on what model we are talking about,if the hand guard stays with the machine, then take the retaining screws out and remove it, you can now insert this into the cover and use it to load the brake, it will take a fair amount of force as it is compressing a fairly large spring.

Husgvarna string trimmer stahls.

Try getting some carb and choke cleaner and spraying down the carb. You might have some varnish in the carb and it won't let the fuel flow properly. My ryobi 4 cycle trimmer does that every year. I clean the carb and it usually runs decently.
Good luck
