Hi There, you didn't mention what make and model of treadmill.
Elevation commands are driven from the console portion of the treadmill with a small signal to the lower when you want incline up or down(on analog driven machines). Check to see if there is an LED showing the drive being engaged. Turn off and unplug treadmill, remove lift wires(usually red, black and white, noting where you removed them from) turn on treadmill and check that lower board for a relay click or lift LED on. Checked for any pinched cables, and let us know the model of treadmill. I have seen many Horizon Fitness and even Bowflex upper console boards lose this circuit, and allow one direction to try to drive always, which causes multiple troubles. ;o)
