You have not shared which model and make of tiller you have, but many of them have a set screw or two holding each tine on.
You would need to loosen the screws, and maybe polish the shaft with sandpaper and oil it to get each tine off in order.
Some tillers use a different method of tine installation, since this can be patented or trademarked.
For example, some have the tines permanently attached to the shaft, so the whole shaft must be replaced as a unit.

The tines on a honda f220 always spin and don't change speed when clutch is engaged but speed up when throttle is increased. Adjusted cable with no luck.

I believe that unit utilizes a centrifical clutch. try decreasing the idle speed and see if the tines stop. They should then engage as throttle is increased.

When going forward the tines are going in reverse

I've never seen one of these so excuse my ignorance. Is it possible that the cable to change from forward to reverse is out of adjustment? Can you go to where the cable attaches to the shifting mechanism, detach it and manually try to change from reverse to forward? Hope this helps. Good luck!

Troy bilt horse pto clutch will not disengage

The problem is lack of lubrication in the pto coupling. Losen the two swing bolts carefuly,block the front under the motor. Separate the tine transmision from the housing and grease both sides with as much grease as you can work in. Work the lever as you do this. Should fix the problem.
