I tried to charge the flashlight with the usb cord provided but it still will not work.

It carries an LED Module, so they aren't like replacing a halogen bulb, you have to replace the whole module with the LED.

Just replace the whole lamp for 10 bucks!

It sounds like the internal battery is faulty. Have you tested the time the light will stay on at low setting against what the advertising says 66 hours? The Cree Light module has a current sensor in it and will cut off when there isn't enough current.
