If it is an older mower or has a lot of hours on it it is possible that the deck belts have stretched or wore out. if it runs fine in short grass but slows down in taller grass that is a sign of a wore belt. replace and it should be good. also be sure your blades are sharp. that will have a effect on its cutting capability.

A faulty switch if the blades are spinning at full cutting speed
Not cutting the current to the engaged blade clutch so the blades are stil on even when the switch is in the off position.
The blade brakes not gripping the pulleys fully to stop blades so anything brushing against the blade will start them spinning
Or the clutch medium is damaged and is not releasing the blades fully so they spin but slowly when you switch the switch they just slow down get the deck alignment switch for clutch and the wireing to the blades system checked and the braking system for the blades pulleys checked as soon as possible the machine is dangerous
With the blade continuously rotating you risk injury from the blades catching.g you or someone else who's not aware the blades don't stop.etcetera.

Blades slow down when cutting deck is lowered.

the lowerer the deck the more your working the mower. either mow more often or reduce speed

Riding mower

If the grass is very tall (more than 10") you will have to slow down to less than 1 mph, if you have a mulch kit on this unit, remove it to get the grass out as quickly as possible. Also, sharp blades & a level deck are important.

Center cutting blades are all bent up and broken/

Probably have to go to the manufacturer. It may NOT be economical to repair the unit.
