If you travel your SIM can be used on another network outside your country just ask your network provider for roaming.
If you mean your phone asks for a "SIM network unlock PIN" with your SIM it is locked to another carrier. You will need an unlock code. Once unlocked the phone can then accept SIM cards from all compatible networks worldwide.

If your SIM is locked contact your network provider for a PUK code.

SIM cannot be used on another carrier, but your phone can be unlocked to use another carrier's SIM. You can also transfer your existing number to the new SIM by contacting your existing carrier and requesting a PAC code. Then contact your new carrier and give them the PAC code to transfer the number.
Any contacts stored on your current SIM can be copied to the phone memory or exported as a file, then copied back to your new SIM if required.

You will have to contact the phones carrier to have it unlocked. There terms of use you must abide by before they unlock the phone. Also make sure the sim is the proper one. For example cdma, GSM, 4g, 3g, LTE. Most sim cards are also locked to there specific carriers and phones sim cards can not be used or swapped out to a new phone. The phone may just not work with a different carrier also for the fact that it is a cdma phone and may not work on other carriers frequency's. If it is from the original carrier they will need to have some more info off the phone like IMEI number. That number is on the carriers network and is used as a identifier of the phone and to be used to lock it to them and the sim card.

If your SIM card is PIN locked, the network unlock code is useless. The network unlock code allows a phone that is restricted to a single carrier to be unlocked for use in other carrier's networks.
The SIM PIN is a personal identification number that is used to unlock the SIM card in order to register it to the network. This means that the phone will not connect to the network before a SIM is unlocked. Usually (at least around here) a new SIM has a simple PIN, like 0000 or 1234, and the user can change this. However, the carrier doesn't know your PIN, so if you forget it it can't be reset from the carrier directly.
If you happen to forget your PIN, the only way to unlock the SIM is to enter a wrong PIN enough many times (3 or 5 usually), and after this the SIM asks for the PUK (Personal Unlock Key) code, which is sometimes referred to as PUK1.
The PUK code can be obtained from the carrier, after they verify you are the rightful owner of the SIM and contract. If the SIM is a prepaid, the PUK code is sometimes printed in the card holder. After you get the PUK, enter it into your phone and enter a new PIN. After this, you can unlock the SIM with the new PIN you specified.
Note: DO NOT try to guess the PUK code yourself, if you enter it wrong three times, the SIM will be permanently locked and you'll have to get a new SIM from your carrier.

PUK disabled card blocked

Well it doesn't block your card, it just blocks your sim card, If you will try a diffrent SIM in your phone that will work and if you want your sim to unlock than contact your Connection service provider means the company from you have you phone connection and you need to give them your sim no, which wouldb located at the back of your SIM and they will provide you with your PUK no for the SIM card.

you can reset your security code for nokia mobile this code is diffrent than nokia unlock codes.

Default security code is 12345

Need to unlock my fone

you may need a subsidy unlock. If the phone is not originally from vodephone. Contact the original phone carrtier for the code.
There are also websites out there where you can pay for unlock codes, but be careful. If the wrong subsidy unlock code is entered too many times incorrectly it will be permanently locked to the original carrier.
