Try to solate the problem to machine or foot control by detaching foot control and use stop/start. If stop after a start exhibits same as foot pedal then likely the problem is machine control board else, foot pedal. Could be foot control is sticking and not completely opening or slow to open.
There's a possibility that your foot pedal is sticking; if that is the case, it's probably overriding the stop button. See if you can take the cover off and clean it using alcohol, and leaving it open for a couple of hours to make sure it has dried. Visually check the wires while it's open, too, to see if you can see any fraying, and make sure the plug on the machine side is firmly seated in the machine.
sounds like there is a design fault, I suggest if you can take the machine back and get a different brand of sewing machine. I've been sewing for over 25 years and I would put up with that kind of sewing machine. probably a computer problem.
Buy a new foot pedal for it, probably one of the electrical components inside the foot has failed.

Obviously I'm assuming that you are in USA with 110 Voltage and that is what your machine is. If not and your country is 220V, you would need to source it from a reseller in your own country or another with the same voltage.

There is no suppressor in the foot control of a 425. Only the control unit, which may need to be replaced. If the machine accelerates to full speed, it may have a problem with the "stop right" board which tells the machine whether to stop with the needle up. You could have several problems, so go see a qualified Husqvarna repairman. You may contact Husqvarna customer service to locate the best one in your area.
