Sounds like it's not going into thaw or defrost mode before the dump cycle. Or you may have ice built up on the teeth and comb section of the scraper that pushes the ice out. When it clicks try and push it with your fingers and force it to move towards the ice.
Clicking like this is usually a problem with the compressor start device. They are prone to failing and the overload protector is cycling to hopefully protect the compressor from burning out. If the start device is a solid state device if you remove it from the compressor it should not rattle. If it does it is bad and will need to be replaced. Installing a new strat device should get it back up and running.
Check that the freezer has power. After that make sure the thermostat is turned down low. If it still isn't starting, listen for any clicks like its trying to start. If no clicks, replace the start capacitor or thermostat. If there's clicks like its trying to start, try a hard start kit for your freezer, or you might just need a new compressor
The clicking noise is the overload and relay trying to start the compressor. If you continue to let it click it will eventually break your compressor. Replace the over load and relay.
