Remove the main battery and try again, if no change! the DC jack in the laptop is a common source of trouble and must be dismantled down to the motherboard level to address, bad solder connections are common under the plug, I recommend you have it fully assessed before repair.

Try the next oldest restore point until the issue is resolved. Any software installed after the selected restore point needs to be reinstalled. If system restore still doesn't work, run the "Pre-Boot System Assessment (PSA) Diagnostics and Error Codes For Dell Computers", you may click the link below to go directly to the support site, it contains instructions in running PSA Diagnostics and Error Code List with possible fixes.http://support.dell.com/support/topics/global.aspx/support/kcs/document?c=us&l=en&s=dhs&docid=266787#Issue2
Is there any USB device connected to the laptop like printer, USB memory stick, scanner, etc? If there is, I suggest you remove it before starting the computer.
If there's nothing connected to the computer then it is a possible hardware problem. If you know how to open the computer, I suggest to remove the memory and place it back. if that doesn't work, it might be another hardware causing the problem. Call ACER so they can help diagnose the problem. If the computer doesn't warranty from ACER, I suggest to bring it to a qualified technician.
