It sounds like you may have installed some malware or corrupted part of your windows installation. Reboot your computer, and repeatedly press f8 until a menu shows options like "safe mode ' safe mode with networking ' repair your installation" etc. You'll want to highlight the Repair your installation option and hit enter. Then follow the prompts untill you reach a page with the option "System Restore" and Use the latest backup available.
