First, I'm not a AMAZON Kindle Tech.
* If it is "Open" (unlocked) then charge it up using the micro USB slot.
* If you can turn it on and the main menu goes on. Swipe the "Padlock" icon to open. Then swipe from top to bottom to get the menu display (for Kindle fire), Paper white will need to press the mode button (only button on the face of pad)
* If this is still a registered device then the regular menu will pop up and you will need to access the device menu by swiping top of screen downward. Select "+More" which will pull up the "Settings" menu. Select "My Account". Select "Deregister" continue and set up your Amazon account.
* If you want to wipe everything and reset the kindle (as giving it away to someone else) then go to "Settings" menu and select "Device". Select "Reset to Factory Defaults" then follow instructions. This will wipe all data and your account info as well as emails, bank records, etc.
* Resetting the Kindle to factory will be the same as if you just bought it from the store. It will automatically go through the welcome screen and help you set up your kindle and give a short beginner's course.

Hi; you need to restart the Kindle in the hope that the capacitive touch mechanism which controls the screen swipe is not broken. First, fully charge the device by connecting it to a wall adapter and letting it charge until the power light turns green. This could take a couple of hours if the battery has fully discharged.
Then disconnect the USB cable and set it aside. Press the power button located on the edge of the Kindle and hold it down continuously for at least 30 seconds. Release the button and then press it again just momentarily as if to wake the unit up from screensaver mode. This should cause the device to boot the operating system, a process which takes a minute or two. After the reboot has finished you should be sitting at the home screen with your navigation tools and books on display. Attempt to operate the Kindle normally. If it works you are now all set. If it doesn't work, then you have a problem which is probably not user serviceable. This could be a cracked screen which is not visible, or it could be a motherboard electronic problem. Those defects can be remedied, but that requires disassembly of the Kindle which is beyond the scope of this comment.

Try swiping your finger across the middle of the screen from right to left. This action turns the page forward. Swiping your finger across the middle of the page from left to right turns the pages backwards. I don't think the icon on the bottom is for page turning.
Press and hold the Power button for a full 40 seconds. After the first 6 to 8 seconds, the screen will go blank, which is normal. Continue holding the Power button
.
After the 40 seconds, release the Power button. The charge indicator light will turn on after a few seconds.
