There are two options here:
If you do not have the key for the fuses on the fuse boxes (i think the power seat fuse box is the one in the engine bay), you can get a tool from the parts store called a fuse tester, which is an inexpensive continuity tester that will tell you if a fuse is good or blown (this lets you identify the fuse without having to remove it), or you can log on to Autozone.com and register for a free account to get access to an online repair manual like a Chilton's guide by adding your vehicle to your "online garage". Either way will work, but the tool is very handy.

Where is fuse panel inside this car?

for the interior compartment, the fuse panel is located under the drivers side instrument panel. Heavier power distribution fuse panel is located under the hood (the engine compartment) on the drivers side. Hope this helps.

WHERE IS THE FUSE FOR THE INTERIOR LIGHTS

I don't know which model you have, but almost all Nissan's have their interior light fuse in the interior fuse box. This is usually located under the driver's side steering wheel area, or behind the kick panels, beside the inner wheel arch area.

Check the accessories fuse. Keep in mind that there are two fuse panels one inside the car and one under the hood.

The trick is finding and releasing the retaining clips to swing down the interior compartment fuse panel. Fig. 3's caption indicates that it is located under the instrument panel on the driver's side.

Fig. 1: The engine compartment fuse or power distribution box, is located adjacent to the battery in the engine compartment.

Fig. 2: The engine compartment fuse or power distribution box contains a combination of fuses, maxi-fuses, relays, and diodes. Most can be removed by simply pulling upward (with a fuse puller, needle-nose pliers, or by hand).

The cruise control and horn quit together, but there is no fuse marked as such.

The horn is protected by fuse #9 (20 Amp), but my diagrams don't show which fuse
controls the cruise control.
Your Voyager has 2 fuse panels - one under the driver's side instrument panel (just to the right
of the parking brake pedal), and one next to the battery, under a plastic cover..

The interior fuse box is located under the driver's side of the instrument panel, it can be lowered for easier access by releasing retaining clips

The interior fuse box is under the dash drivre side, behind the fuse panel cover.
The one under the hood is in the driver side, front corner of engine compartment.
