Here is the link to motorola customer support in Puerto Rico https://www.motorola.com/pr/feedback.jsp They should be able to tell you where you can get your radio programmed, and what programming is permitted in PR. Short of having a radio tech look at the radio, I would suggest looking at the grill and mic hole to see if there is dirt or debris blocking the hole.

Your radios might need reprogramming. This is done by a Motorola dealer using the appropriate cable and software. The software is not available for end-users. Cost generally is $35-$40 US.
