HP has a cleaning page that can be created to help remove toner build up on the fuser roller and I believe one for the drum also. Print "Menu Map" to find the cleaning page quickly. These are the two areas that need to be cleaned to help eliminate the "scumming". I would also look inside the device after removing the print/toner cartridge and if you have the toner wipes, remove any toner spillage inside. please do not use paper towels as they shred too easily and will mess up the transfer roller.
1. Clean the corona wire.
2. Ensure right recommended paper quality
3. Clean the interiors of spilled toner
4. Clean the exteriors of the toner cartridge with clean dry cloth
5. Avoid refilled toner
If the above do not help, replace toner
