Lost ability to raise the blade for operation.
Most often this is caused by the handle or wheel that is used to raise/lower the blade coming loose on the shaft that operates the worm gear in the trunnion. There is frequently an allen set screw that locks this wheel onto the shaft and this set screw comes loose or is lost. If loose, simply tighten it.
Otherwise, it may be time for some routine maintenance. Unplug the saw, clean all sawdust and debris from under the saw using compressed air if possible, and then lubricate the worm gear/gear box and trunnion ways. Some people prefer silicone for this, some use WD40. I prefer normal motor oil. In any event you will need a long oil spout to direct the lubricant into the worm gear and gears, then/while raising and lowering the saw. Also lubricate the angle adjustment gears.
If you keep your saw properly lubricated, it will function easily and be a joy to adjust. Otherwise, it can become a struggle or just impossible.
Good luck.
