When tub filling, it drains out at the same time.

The F20 error deals with the water coming into the tub. The F20 code indicates the control didn't see any water enter the tub.
You say water comes in and fills up to the bottom of the door before the error appears.
There is a flow meter that tells the control water is coming into the washer. If the flow meter is faulty the error usually happens quickly.
There is a pressure switch and the clear plastic hose may be kinked or even have a small hole in it. One thing to try is to remove the top of the washer and then pull the hose off the pressure switch and blow through it towards the tub to check for obstructions in the air dome.
The drain hose should not be stuck down the standpipe to far. If the drain hose is stuck down the standpipe a siphon action ca occur. This means the water would fill and drain at the same time which might lead to the F20 error.
Check the drain line first and then remove the top of the washer to access the pressure switch and pressure hose. With the washer empty remove the hose from the pressure switch located on the right side of the washer and blow through it to clear any debris blocking the pressure hose or air trap.
Post the results along with your complete model number.

This is a pretty common problem and the solution is quite simple. It’s caused by the drain hose siphoning water out of the washer tub. There are two common causes for siphoning and I’ll explain both of them below.

One cause for siphoning is simply that the drain hose discharge is below the fill level of the washer tub. This picture shows the minimum drain height needed to avoid siphoning.


Another common cause for siphoning is not having an air break between the drain hose and the drain stand pipe. Usually, this isn’t a problem since the drain hose diameter is usually much smaller than the diameter of the drain stand pipe. But sometimes folks will inadvertently remove the air break by duct taping the drain hose to the stand pipe. They might do this because the drain hose keeps popping out of the stand pipe when the washer pumps out the tub. Other times, the drain hose might fit into the stand pipe with a tight interference fit.

You need to check drain hose, the drain hose needs to be above the tub. If it isn't the water will just drain out when you fill

be sure your drain is nearly to the top of the washer if it is you may need to try a siphon break

Other times, the drain hose might fit into the stand pipe with a tight interference fit.also check your water inlet valve filter/screen make sure its not clogged.

It sounds like a siphon issue.
Check that the drain hose does a high loop before it goes into the drain pipe. (ie. drain hose loops above the water level inside the tub). Make sure the drain hose is not pushed too far down into the drain pipe. Also if the drain hose is sealed to the drain pipe this will create an airlock and a siphon will occur, allow air to enter between drain hose and drain pipe connection.

As the washer fills the water will go up the drain hose to the same height as the watr fills in the tub. That is why the drain needs to be higher then the tub or the water can just run down the drain.

You could have a siphoning problem. This can occur when you have your drain hose shoved down in the standpipe too far, or if there's no air gap where the drain hose enters the standpipe.

The standpipe is the drain line at the wall where your washer drain hose is placed. There should be enough air space around the drain hose to allow air to enter the drain line. Also the end of the drain hose should not be shoved so far down into the standpipe that is resting in the trap where water sits (about 4 to 6 inches is sufficient). If either of these conditions occur the washer will start to fill and then begin siphoning (or draining) water from the tub.

Do not seal the top of the standpipe either. Many consumers seal the pipe in an effort to prevent overflows or odors from escaping from the drain line. This actually causes more harm than good and results in washer drain problems.
