Does this happen on all DVDs and CDs or only on some DVDs?
If this is happens on all DVDs then this drive is faulty and needs to be replaced.
If it only occurs on some DVDs then check the region code on the DVD
player and the region code on the DVD, the region codes must match.
To play DVDs from any region the player needs to be a region free player
or you need to install a region free program on your notebook/computer.

You may find the freeware program burnatonce quite helpful, for its info tools provide you with detailed information of the drive's capabilities, for there are many burnable dvd's out there.Install the program, let it check your drive. To me it looks like it supports only DVD+R and DVD+RWs, but I may be mistaken.
