Yes, water usually goes directly into the tank from the water inlet.
If the pressure is low going in, the pressure will be low coming out.

is the cold side hooked to the cold side if not you will be feeding the unit backwars making it to where the cold is just comming across the top of the tank, check the dip tube also, this makes the cold water go to the bottom and push the hot out of its outlet,, how many faucets are involved, if just one might want to check the cartridge to make sure it is working properly

Many states building codes require a pressure regulator and expansion tank for hot water heater installation. Check the pressure regulator if you have one as this would only affect the hot water pressure. Adjust or replace. Rap the expansion tank like knocking hard on a door. Hollow sound is good. Dull thud means it needs to be replaced as it is filled with water.

The thermostatic mixing spool cartridge may be worn out. The low water pressure may indicate sediment in the cartridge as well. This can be easily removed by hand tools

SOURCE: turned off the hot water

It sounds like two problems.
Problem 1) Clog inside faucet or clog inside pipes at faucet
Remove supply tubes leading to faucet and see if problem is inside pipes or inside faucet.
My bet is clog inside faucet.

If you have galvanized pipe that meets copper pipe, this can be trouble spot.

Problem 2) Water heater leak ... you say tank valve is leaking? Is that cold-water shut-off valve? Or tank drain valve? Or TP valve?

If cold water shut-off is leaking, then replace shut off.

If tank drain valve is leaking, then check if plastic valve is cracked. If drain valve is cracked, then replace with a brass valve from Home Depot. If plastic valve breaks off, then use hammer and screwdriver to gently chip out the broken plastic valve. New valve threads need teflon tape to seal pipe. If valve is just dripping, then put garden-hose cap over end of valve and screw down tight.

If TP valve is leaking, then replace with same temperature and pressure rating.
New TP valve threads need teflon tape to seal pipe.

Problem 3) If pressure is low all over house:
Buy pressure gauge at hardware store that screws onto hose connection.

Test pressure on outdoor spigot.
Open faucet and check if pressure drops. This says if problem is inside pipes that enter house.

Test pressure on water heater drain valve.
This says if pressure problem is before -or- after water heater.

If problem is before the water heater, then shut-off valve located on cold water line is suspect.
If problem is after water heater, it could be in hot water outflow pipe on top of water heater, or a nearby elbow.

Remove hot water line leading from water heater and check pressure. This says if problem is where hot water leaves tank.

The hot water tank might be having issues with water pressure and that the pilot light maybe be out and needs to be relighted again by a professional. The hot water tank and the pipes for the hot water tank could need to be replaced. Another potential cause of the water pressure being low is clogged pipes. One indication that clogged pipes may be the problem is if, when you first turn on a taps and water sprays out at a normal pressure, but then it immediately begins to flow with noticeably less pressure and less water coming out. Have gas storage Rheem hot water system, pressure in hot water taps is low

hot water pressure is equal to cold water inlet pressure
check for tap restriction, hot water section free of air , ( release the pressure valve ;lever to fill and bleed out air)
if you have a hot/cold mixer at the hot water system, they can fail and block of the hot water flow
(That unit has to be fitted by law on heater installation)
have it tested first as they cost in excess of $15.00 aud to replace

How does a home well water system work?

Deep well.
Pressure valve located on front of above-ground-storage-tank will turn pump on-off depending on amount of water pressure inside tank.
When water is consumed inside home, the pressure valve responds to the lower pressure and closes electrical contacts... sending electricity to water well pump located deep underground.
The pump turns on and lifts water through a pipe into the above ground storage tank.
When the tank is full of water, the pressure valve senses the higher pressure and turns off electricity going to pump
Pump shuts off.
There is a one-way check valve on the water line going down to pump, and this keeps water from flowing back down into well.
The above ground tank maintains water pressure for the house.
When pressure is reduced by taking a shower, the pressure valve turns pump on again, and cycle repeats.

If water is pouring out of the tank of a water heater, the tank is ruptured and you need to shut the input valve off so that when the tank is dry it will stop.

No hot water pressure

There are heat sync balls in the nipples of your cold and hot water lines on your hot water tank. Cut the water lines and remove these balls as sometimes they come loose and float to the point where your water line connections to the tank are causing the pressure to drop when your tap is turned on
