Engine Honda 420 clone stopped as if the switch was turned off after running fine, tried disconnecting oil switch, didn't help, I can smell gas at the carb. Tried starting at a later date, ran for about 30 seconds then stopped again. Now nothing at all.

timing belt?? check it before turning engine over again ,sounds like a couple of the teeth have sheered off

Sound like you've done things in the correct order, tecumseh's are notorious for carb problems if you let as sit in them. Backfiring is timing related (flywheel key) or valve problems. I would take a closer look at the exhaust valve I don't believe it is closing all the way.

yea i think you scratched the cylinder. if there is not oil at any point then the engine will damage itself. and it wont have good compression. unless you want to attempt to rebuild the engine i would scrap it.
This could be a couple of things. Since the gas ran low, it probably is sediment in the tank mucking things up. The sediment is probably blocking the pathway and reducing pressure.
Try replacing the fuel filter (always a good thing.) The other typical place is the strainer on the fuel pump inside the tank. try banging on the bottom of the tank to maybe loose the particles from the strainer, otherwise you may have to get inside the gas tank. If you have to do that It may be a good idea to just replace the fuel pump (the fuel pump uses the gas as a coolant and may have overheated.)
Another place to be concerned is the injectors. Rarely they start collecting deposits as well. Try some cleaner in the tank. The next thing is removing the injectors and soaking them in alcohol (again not easy)

The shop should have adjusted your air/fuel mixture on the carb. considering the year of the vehicle, you may need to replace the carb with a factory re-manufactured unit. Even if you replace the carb with a re-man, it will still need to be adjusted to optimum performance for your particular vehicle.

Check spark plug and spark plug lead is on
Check for any engine kill Switch
