All tablets can charge while you are using them, on rare occasion the battery will completely discharge and will need to be charged to the minimum before operating the tablet.

"Some" of the 2013 Models will, Most tablets will not...You can buy an Insert that has a Magnetic tip on the end, The cord has another magnetic tip. Simple stick together. It all depends on the type of charger Male end that goes into that paticular Model....
I would try using another charger and plug and power cord to see if it will charge again and another power outlet too. If it is still not charging then the battery needs to be replaced.
Some tablet brands will not recognize certain charger brands or connections.
First, try all available connections-USB-wall inverter, and direct computer connection (making sure the computer is awake and logged in). Second, try restarting your tablet. Third, try gently wiggling the connections on both ends, to see if it recognizes a charge. Finally, leave it plugged in for a few hours, even if it says it isn't charging. You may have a trickle charge-to put it simply, the cord is not giving the device enough power to qualify as a charge, but there is power traveling through the cord. If the charge level goes up a little over that time span, you have a trickle.
If these don't work, just purchase a new charger. They're sold everywhere-Wal-Mart, Target, Best Buy, 7-Eleven, name a store and they probably sell USB charger cords.

I had the same problem. Instead of scrapping it, I bought an extension cord to use it around the apt. I keep it plugged in as I use the tablet, and it charged fully!!! I've run the battery power down, recharged it, and it holds. I found a way to charge it by buying a $1.69 extension cord. Now it's working normally.
My guess is that it is not the charging port..... but, the cord end. It might have been stepped on, or something. What you first might want to do before anything is try a different cord, unless you can see that the problem is definitely the charging port.
You could go to the place you bought it or another tech store and see if they have another tablet like yours lying around so you could test out and see if it is just your power cord that needs to be replaced. Because most likely it's time to buy a new power cord. Hopefully you didn't fry the tablet's motherboard also that's why you should test out the power cord first.
