I suspect the carburetor needs cleaning. Gas nowadays is terrible on equipment that sits for long periods of time (like a snow blower) without being used. The gas nowadays goes stale very quickly and gums up the carburetor. To prevent these issues use a gas stabilizer. I have stabilizer in all my jerry cans of gas. That way everything I fill up is ready to be stored at any time.
I'll give you an example of how bad the gas is.... My neighbour bought a new lawn mower. Selling feature of the mower was "guaranteed to start first or second pull". The next year it wasn't starting properly so he took it back. He was told he didn't store the mower properly over the winter (He didn't use a gas stabilizer) so no warranty. Took the carb apart and cleaned it ran like a champ....

Mine did the same thing, it was a valve guide pulling out of the head. That changed the valve gap and caused the problem you mentioned. The dealer said it was common with these motors.

Brand new. Why can't I get it to start?

Have you used the snowblower recently or is this the first time. Can you explain as to different things that you have already tried. For example Checked for spark, Fuel, plastic key is there, has the outside air temperature changed?
Remove the spark plug after you try and start it and see if the spark plug is wet with gas, if so the plug maybe fouled under compression a new plug will be required. If no gas is present on the plug, there may be some ice in the carburetor from water in the gas. This is why i had asked if there was a temperature change. A trick that I tell my customers is to warm up around the carburetor with a hair dryer or heat gun. Do not get to close remember gasoline is present.

Check the fuel line to the tank, and see if another one is inside, maybe it fell off, or it's filter is clogged.
