Replaced power board and main board, standby light comes on but tv will not turn on. Power board output was V1-5.08 volts, V2-.890 volts, V3-.005 volts. No response with power button or remote. Remote light comes on when pressed. Examined all caps.for damage. Boards were supposidly tested befor shipped.

Had same prob;em. Replace main board and now works just fine. You need
to take the back off and under the metal cover is the main board. The
part number should start with 3320-xxxx-xxxx. You can purchase the
board from Vance Baldwin. vancebaldwin.com sign in as a guest. I will
warn you the cost of the board is high.

1. Is Power board output +5V?
2. Is J1 (#19 in the right diagram)connector good?
3. Is DC-DC OK, check the voltage at J1 using a
multimeter.
4. Is U4 (3.3V) working ok, U4 is an IC, you’ll need an
IC tester or an oscilloscope to check this IC.
After checking this if it still doesn’t
work then check P3 D-sub Input (on the D-board). See this schematic for
details--

This problem is direct and simple, Replace the T-Con board.
SOURCE: my tv [vizio vf550m] won't respond to a remote.
Vizio is famous for having main board issues. If you have replaced the IR board the only two other items it could be is a broken wire from the IR to main or the main board has an issue. Nothing else can stop the remote from working provided the remote is working properly.
