Modern threadless headsets require height choices to be made at build time because once cut, the steere can not be made longer. Many bikes come with a medium height stem and a few spacers underneath it to allow for lowering it. All threadless stems can be flipped over to change tthe rise angle and you may find a solution in that. Or you could gog to a Local Bike Shop and have them advise you on replacement stems with diffrent rises and reaches. The extra spacers, if any, can be placed above the stem untill you're satisfied with the fit. Then you can cut the excess off and save the spacers or leave it as is, but it looks dorky..
Unless you understand threadless stems, you should not attempt to change anything as your life depends on correct tightness. Look here:
