Depending upon what progra you are using, you can usually click on VIEW, then select ZOOM. Zoom in or out until you find the text size you need to use.
If you want to change ALL of Windows' text sizes, right-click somewhere on the desktop and select PERSONALIZE. Click, DISPLAY, then SET CUSTOM TEXT SIZE (DPI). Increase the percentage until you find a comfortable size to work with. You will perhaps need to reboot your computer after changing the text size.

If you want to shrink or enlarge what your printing, there is always an option to go to print preview. All you need to do is to change the percentage of the preview as it also changes the size of what you are printing out.

You don't say what printer you're using, but in most, there are several ways for you to print. Look for settings on your printer's properties or PREFERENCES that specify whether to allow Windows or your printer to take control of how it prints. It would appear that Windows is NOT currently in control, but your printer. Try looking for settings that read more or less: Actual Size, Fit to page, or % of actual page. Here you may have the cause of your problem. Experiment with the first one, that sounds like what you need.

Is it a jpg? There's not much you can do with those files. Come as is. The best I can recommend to try and unblur the images is with free software here. It's very easy to use and light on the system. After that, I can recommend Paint Shop Pro. But that's pricey and not for the novice. It has lots of features that can help to resize and unblur images. Good luck.
Are you using Internet Explorer, as you brower? If so go tothe top of an open browser window left click on "page", go down to text size and select the size you want. If you don's see "page" click on menu bar, it should open up the options available, there. It's right next to tools. that should do it. Also if you want larger text when viewing websites, click on View, and you can adjust the text the way you want it to look.
In some printers there is a enlarge document printing support. Like Konica Minolta heavy duty printers or copiers. They support custom paper size in printer properties and also can support a large paper form a paper roll.
You are using inkjet printer so I feel there in no limit of paper size so you can print a custom size paper what you want.
Before printing just go to the properties of the printer and add a new custom size in paper menu then put that size paper into printer hope it’ll work. You must change the paper size from the application from where you are printing that paper.
