Could be a problem with the condition of the motor ( do a compression check )
could be a governor problem in the fuel pump or possible a fuel delivery problem
check for a black slime in the fuel tank and if found clean out the entire fuel system, filters lines and with the new fuel use a diesel conditioner . if the fuel is clean then the problem will be in the fuel pump not giving full fuel to the injectors under load
if the engine rpms are electronically controlled ( throttle lever to electronic control) check that movement of the lever or the control unit
