I have a 94 f-350 with the 6.9l DIESEL and the battery's won't charge

How old is the battery? In general, vehicle batteries are considered 'old' after 5 years especially on bigger engines.
Using a volt meter or a multimeter set to Volts try this. With the engine off and the Keys out test the voltage directly on the battery. You should get a reading somewhere around 12.6 to 13.2 volts. Start the engine and retest the battery voltage. If the alternator is working correctly the reading should rise to somewhere around 13.6 to 14.2 volts.

A Fan control dial

You most likely have a blown heater fuse in nthe fuse box uinder the drivers side dash.
Replace with same type and color.

You may have blown the Power lock & window fuses when you replaced the master control window switch. Go to fuse box and check for blown fuses. Be sure to replace with same value of fuse.

I was looking for a 12v keyed power source under the hood when I heard a fuse pop. I wasn't touching a live wire at the time it popped but I lost my cruise control. I have checked the cruise control...

The "resistors" are actually maxi-fuses. Your Batt1 or Batt2 fuse is blown more than likely. There should be other components that are not working.
Look down into the Maxi-fuse, you should be able to see the fused bridge of the fuse. If it is dark, it has blown. If you compare it to the others, you will see the difference. You can also remove the cap on top of the fuse to see the fuse bridge.

Seat belt chime not working

I bet its a fuse. Look under your drivers side belly pan for a fuse box door. Pull the door open/off and look at the fuse diagram to see which one might be related to the seat belt and autol ock. Cross reference it and check the fuse to see if it isn't blown. If you dont see anything that relates to it or dont find any blown fuses, check the engine bay as often cars feature a second fuse box. Check that one for blown fuses as well. This is a very easy thing to do yourself, your randma could do it.
