Hi is your television running through a foxtel box or something else that has volume control, If so you might have one or the other turned all the way down, turn both volumes up and control every thing through one remote control.....
either your volume button get damaged or the software gets corrupted in your phone.. change the volume button and format the phone.this willl fix your phone..
So your having problem with the volume setting not the volume wheel on the side of the laptop. to fix the setting look at the taskbar you should see something that look like a bowl on it side with click it and rise the bar as high it go. this should fix the problem if not just reply no fix.
Hi welcome, i am willing to help you with problem the volume button may stop working because of constant using it and it may be a challenge for you to fix because the laptop will have to be open to fix the problem so its better for u to take it to someone who can fix computers
you can give me your vote if my advise has been useful

The fact that it turns down again means it's probably fixable.
Open it up (switch it off first), and fetch a soldering iron. Look around for wires that go from the volume control and see if any are loose connections/broken wires etc etc. Solder these again, and it should work.
If you don't fancy this, take it to a hifi shop and they'll fix it for you (there'll probably be a fee involved)
