Sounds like display panel fault. These blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power LED, by switching On & OFF the set, for at least two times. Count it carefully. try to set red color to full. of you already do that. probably your display driver board has a causes the problem. display driver board produce image comes from the tuner, then it sent to x and y drive of your LCD screen.
Most LCD monitor (depends on the brand) power indicator light will either turn from Green to Amber, or flashing Amber, or flashing green, when it does not detect video signal feeding it. So it may be normal with your monitor. Are you haivng problem with the display? If it displays he pictue OK then there is nothing to worry about.
