Starter solenoid can be shorted to start or pull start very easily. Once going dash is working and all electrical is working. Have tested key switch is ok

Don't SHORT the SOLENOID apply BATTERY voltage directly
to its input terminal... (test it).
Because of your "DASH LIGHT" scenario... I suspect the
SOLENOID will work also... (if not you have found it) Eureka...!!

(but that still does NOT explain those DASH lights).
... If you don't have a relay in that dash circuit... it has to be an intermittent contact of the input (full time power_ side of your Ignition switch... (clean, apply light lithium grease, tightly refit).
Because your dash light (switch power)... and starter's ignition (temporary power) are different contacts and terminal on the ignition switch.
If you DO HAVE a RELAY... and the SOLENOID test above worked
clean up all your GROUND connections...
Because chasing BATTERY all over the circuit drawing (schematic) is great fun... its all NOTHING without good GROUND.
