Is the battery fully discharged? If the battery is far down, and the unit was in hibernate mode instead of off, it probably won't wake up until the battery has at least a minimum charge on it. If it is off and the battery is way down, it won't turn on without the power adapter plugged in.
I don't know the age of your Nextbook but it is possible that the battery may have one or more failed cells which could definitely prevent it from booting.
Unless you have a multimeter, it will be difficult to find whether the charger or the battery pack is at fault.
Are you sure it's fully charged (like for 12 hours)? If so, try holding down the power button for at least 10-15 seconds, maybe more. Sometimes that works.
Did you shut your Nextbook tablet down completely? You press down on the right of the volume button and at the same time press down on the on and off button this should turn it off to restore the unit to charge it.
