Disconnect all the circuit boards from the power supply board and test the voltages again. If the voltages are correct, connect the other boards one at a time to see if one is dropping the voltage on the power supply. If you find one that lowers the power supply voltages to what you read before, that may be the problem board.
Thank you Al. There are two harnesses connected to the power supply board, both are connected to the main board. one appears to be feeding power to the main board, has 12 and 24V out labeled on the silk screen, but the 24V pins are only putting out 15V. Both power supply boards the original and the one I replaced it with, put out 15V on these pins. The other harness has the PS-On line coming from the main board to the power supply board, the PS-On harness is only putting out .3V. The two 5V pins on the same harness are reading 5V.
Think it might be the main board?
I'm unable to explain why the power supply board is reading 15V on the 24V pins.
Any other suggestions on what to check?
I was unable to read all the pins without connecting the harness that feeds back to the power supply board from the main.

Hi,
Problem is in either power supply or the Y-Sustain board.
The Y-Sustain is a relatively large board out of which go connections to the side of the display; it's therefore closer to either the left or the right side of the display, has at least one rather large heat sink on it and fat power cables connecting it to the main power supply.
Often there are fuses on that board - one or more. Check those.
if they are blown you can try to replace them, but expect them to blow again - usually the whole board needs to be replaced.
