Why does the soundbar play with Roku but no sound comes from the bar when on regular t.v.
Soundbar is an Insignia with wireless woofer ( NS-SB515 )
Have tried everything the book suggests to do, even called support tech and they couldn't assist.

You have to go into the audio set up screen on the TV and direct TV sound to the output cable connector you used for the sound bar. Example: Optical, digital.

If the soundbar is Bluetooth-enabled, yes. But I have not read or heard about a Bluetooth-enabled soundbar yet. And why would you want to connect the headphones to the soundbar ? The only situation where this would make any sense is if the soundbar were hooked up to a TV. If this is the case, your only solution is to use regular (not Bluetooth) wireless headphones, which consists of two pieces: the headphones and a transmitter that you hook up to the audio output of your TV. The transmitter piece transmits any sound coming out from your TV wirelessly to the headphones.
