I think you can use LEO Privacy to try to block unwanted calls. Harassment Interception function is very nice and works well. Highly recommand it to you!

Caller ID being enabled does not make the person calling you reveal their number. You are just getting called by people who block their number.

Caller ID on cellular phones works different than on landline phones. Unless the person calling is saved to your phonebook, it will tell you the number of the person calling, but not the name (unless the person calling has caller ID blocking, in which case it will say blocked). There is not way to change this, as it is a limitation of cellular caller ID systems.

Yes you can block the caller.
Some phones give you the option of blocking a number actually on the handset or.
You can phone up your service provider and tell them you keep getting constant calls from a number and ask them to barr it for you or
You could answer the person calling and tell them that the person they are trying to reach no longer has that number and you would appreciate it if the ceased calling you.

I have a Nokia e71, and everytime I call someone the caller ID on the person's phone says "private caller". How can I change this?

Telephone settings
Select Menu > Tools > Settings > Phone.
Select from the following:
• Call — Define general call settings.

Call settings
To display your phone number to the person you are
calling, select Call > Send my caller ID > Yes. To let
the network determine whether your caller ID is sent,
select Set by network.

If you block a number does the caller know?

Yes, if the person has caller-ID. Depending on the phone and phone service, the person you call will see either "Blocked Number" or "Private Call".
