That is the blower motor. It is a small electric motor under the dash that mounts on the plenum. When it starts to go bad, it squeals. They are about 100 dollars at autozone.

Need to check the ground path on the squealing relay. A poor ground will cause this condition.

It may be your belt tensioner, remove the belt again check the tensioner has proper tention and turn it by hand if it is not smooth or it makes noise replace the tensioner, also check other pulleys to make sure one of them is not making noise

Break squeal can be stopped by applying shims or anti-squeal compound to the pads.
