I'm unclear, if it has reached 400 you would expect it to be off at 375, until the temp drops below 375.
If I have misunderstood then apologies.

Euro Pro F1066 keeps heating up well beyond the set temp. I can set the temp for 350 and it will go well beyond that temp.

I would try setting it for 300 and watch where it goes. If it goes above 375 turn it off. If it does it may be possible to calabrate the thermostat. If not replace it. I do not know this unit.

Sounds like a circuit board issue. If in Warranty, contact the manufacturer and have the controller replaced. A routine cleaning has noting to do with the normal operation of the baking or broiling function. Cleaning is disengaged after the door is unlocked and ready for general aplications.

How do i change the default temp?

With the oven off hold in the timer start (green) button and press the ON button. This will enter program level 1, I'm not positive which setting it the default temp but I know its like the 2nd or 3rd on the menu, one should say 375, being default temp and the other should say 525 being maximum temp, change the 375 to whatever you want and turn the oven off and back on again.

Built in oven temperature is off 100-125 degrees 375 degrees is the hottest setting (must set convection at 475 for it to reach 375)

Power light keeps blinking Red and TV will not turn on

Is the light blinking constantly or is there a long pause then more blinking. If constant check the lamp door switch . Usually it is broken or jammed. If you jumper it and the set comes on that it. 4 blinks is bad fan.

sounds as though one or more of the hearing elements are blown , should be one on each side and a ring type around the fan, these are not always visable

Can a Jenn Air Oven Model No. W131W Temp control be calibrated I set it a 400 but the temp doesn't go above 280. To get 375 I have to set it on 375.

Probably a bad oven temperature sensor.
