The short you read about is in the power supply. You want to repair your TV. There is no reason to purchase or hire a tech. In this specific model and there are two of these (models). There is some short circuit in the power supply board which is causing this. Do not just go trying new fuses, it may increase the damage. Please consult the TV Tech to take care.
