Many smart TVs and other devices have a Netflix app installed. But to use it you need to have a valid Netflix account. The icon being there doesn't mean you have Netflix. Most devices, when you attempt to connect to these apps, direct you through a process where you use your computer to enter a code into your account to link your device to your account. This assures Netflix that the device is operating under an established account.
