GE GFWN1100LWW. Can the high speed spin work on the lower wash cycles?

No it is not programmed to. If you want a high speed spin at the end of a rinse cycle, wait until the spin has finished on that cycle and manually set the machine for a high speed spin or a second rinse and spin on the high speed program.

From my experience, the lower wash cycles are set to only do certain things. For example: the Delicate won't do a high speed spin, even though a high speed spin wouldn't really be destructive to delicates, but would force more water out of them! I usually just run a "Drain/Spin" after the Delicate cycle.

Yes, you can try a power cycle on it, but you probably need a service call. Likely a control board issue.

My GE Front loading washer has a red lock light

On the GE GFWN1100LWW the Lock light indicates that the Child Lock (Panel Lock) is enabled. Press and hold the Lock touch pad for 3+ seconds. The light will go out. (Note: if you hold that button for too long, the lock will disengage and then reengage.)

The lock is useful to avoid having someone change the settings or start the washer when they shouldn't. (For example, you don't want to start or change the cycle settings on the washer while cleaning the control panel's surface.)

Try high speed only (cycles like cottons, heavy duty, etc. This happens when the low speed on the motor is not working. If high speed is working for you, the olny way to make the lower speeds work is to replace the motor.
Your part number is WH20X10019 and it's expensive...

we can eliminate the motor and the switch since that part is working. sound like your timer might be faulty, timer make everything work in persistence cycles, if its goes bad sometime it tend to jump/skip cycles.

Don't know the model but if it is a two speed model and is clicking off and on when set for high speed spin but seems to start up and spin OK in slow speed spin, you have a bad motor

It's possible that the high speed windings on the motor no longer work, or it could be the clutch.

If the motor is spinning very fast, but the tub is not spinning, then the clutch is broken. If the motor is not spinning fast, then it probably needs a new motor.
