The quick answer is Yes, you can get bluetooth for your laptop.
The most innocuous way is to add a Bluetooth Dongle to one of your USB ports. Examples include
Avantree DG40S Bluetooth 4 0 USB Dongle Adapter for PC with Windows XP 7 8... at Amazon, or
Monoprice USB Bluetooth v4 0 USB Dongle Black at BestBuy, amongst many. They should come with drivers to activate and handshake the Bluetooth with the rest of your system, so you can link to phones, speakers, or what have you.

John, following up your question with regard to Lubuntu. The Hardware side of Bluetooth is pretty universal - that's the good part of having standards. The thing you'll want to look for amongst the many ads is whether there are drivers available for your flavor of Linux. Many/most of them have Linux drivers these days, so, at worst, you may need to backtrack from a vague synopsis on a retail site to the manufacturer to see what driver downloads that they have available, and what OS they support. Lubuntu, as one of the 'buntus', is primarily distinguished by the UI GUI, so having underlying Lunux support is probably going to work.
